Crunch wise the plan for armor is that there will be several general “tiers” of armor kits.
Armor values among kits in each tier will be similar to prevent ending up with a “Best” armor
(ex: if the T2 stormtrooper kit had 20% more armor than any other T2 kit mechanically you would be hurting yourself by taking any other kit as you get less armor for the same cost)
However that's not to say that some armors in each tier won't have things they are better/worse at resisting or other features attached, just that the overall armor values/bonuses when added up will be similar to the other armors in the tier.
Current tiers:
T1-Basic/Light: Company intro/basic kit, I see noncombatants generally using these
T2-Standard: Most kits, expect to be using these the most
T3-Advanced/Delux: Higher quality more expensive kits, the Officer tier
T4-Special/Heavy: The high quality expensive kits, won’t get constant use due to cost.
